Do not budget only 60 seconds. At a 2ร candidate-shot multiplier, a 60-second final cut needs about 120 generated seconds, and difficult character or motion shots may need more.
A final shot may require alternate angles, motion variants, and character repairs. A model that costs half as much but needs twice the retries may not reduce accepted-shot cost.
Use an integrated studio to validate the script, storyboard, and revision loop. Once output is repeatable, route expensive or high-volume shots to price-comparable video APIs.
